These countries should have strong structural adjustment programs supported by the INTERNATIONAL MONETARY FUND.

The fundamental principles of the Toronto terms are concessional terms for the debts of the Development Assistance and the introduction of a menu of conditions for payment of the debt that is not development assistance.

The ODA type of debt have two distinctive characteristics one is 25 years for the maturity and 14 years of extension, other characteristic is that the initial rate will be higher than the default interest rate. Debts different than the Development Assistance ones, the creditors can choose from a menu of 3 payment terms.

The first option is: 1/3 of the debt will be canceled and returned with a maturity of 14 years for the remaining amount (with 8 years of extension), the market will define the default interests.

Option B: repayment in 25 years with 14 years of extension and default interest will be marked by the market.

Last option: The same than the first option (option A) but here the default rates is 3.5 percentage points below the market rate (depending on further reductions)

The Paris club agreed to add (In December 1991) the concessions for the countries with lower incomes plus the terms defined in the Toronto meeting (basically 2 options to reduce the debt and to re negotiate the concessions). The option represents a 50% concession of forgiveness in present value terms in debt service payments, lowering the debt during the consolidation period. Additionally, it was agreed to establish a timetable for consideration of a potential debt reduction. Creditors have indicated willingness to consider restructuring the remaining time when the debt is canceled on a date not later than 3 or 4 years. - 2364

Court reporting is a very necessary job. Someone is required to keep track of the legal proceedings that go on during a trial. Typing short handed is the way to record effectively so that there are not any words missed when he or she is transcribing. Becoming a court reporter is not necessarily that easy. This person is required to take up to two years of school and get the degree of an associate before he or she will be qualified. These students desiring to be in court reporting are required to learn voice recognition software and be able to be successful at using it. Using the short handed method will take longer for the students and they will need to go to college for at least 2-4 years to be able to learn enough to be successful.

Despite having a degree, there could still be real time experience necessary before a court reporter is actually hired for the job. Even after they complete the training while under an apprentice they are still going to need to practice their skills. The reporters will still need to attend classes to keep up with their skills.

These court reporters are going to need to be very fast typists. There are two different associations that require their members to type over 200 words per minute. One organization requires them to type 225 words per minute while the other needs to type 250. The one with the higher words requires its members to record verbatim what is said in the courtroom.

Many of the court reporters work as freelance reporters. They often do a lot of work outside the courtroom. They can do religious services or webcasts where transcription is needed. They could also do transcription for television networks that make TV better for the deaf. These people could also be employed as freelance journalists. #6 Ranked Hokies Fend Off Blue Devils' Challenge

Duke University is far from being a national college football powerhouse, but they're no longer a team you can take lightly either. #6 ranked Virginia Tech found that out on Saturday, and what they expected to be an easy afternoon became a tightly contested affair. In the end, Virginia Tech prevailed for a 34-26 road victory but not without some anxious moments.

Despite the straight up loss, Duke won where it counted as they rewarded sports players who bet on college football with the ATS victory as +17 home underdogs. Duke evened their mark at 2-2 in their lined games, while the Hokies dropped to 2-3 against the spread.

The Hokies were saved by the career day posted by their quarterback, Tyrod Taylor. After the game, Taylor modestly downplayed his own impact on the outcome of the game:

"I know we have a lot of talent on the offensive side of the ball. It's just my job to get the ball to them."

Venerable Tech coach Frank Beamer saw his team defeat Duke for the ninth straight time, but noted:

"I don't think that's the old Duke football team.

Blue Devils coach David Cuttcliffe said his team is reaching the point where moral victories don't provide enough satisfaction:

"We got close enough in the fourth quarter to go beat a great team. Once you taste that, you like it. I wouldn't say we spit it out -- it wasn't a choke -- but we just didn't finish."

Despite getting the win, Hokies coach Beamer was critical of his teams performance:

"Too many penalties and too many long plays. We weren't as sharp as we would like, but I don't think it was lack of effort. Part of it was Duke, and part of it was us. ... Sometimes I think you've just got to win some games that's not real pretty on the road, and this is probably one of those."

Still, he praised his team for doing what they needed to do to preserve the victory:

"When we needed to run the football, and we did, and got points, that was critical to this ball game. They were going to take the run away, so you've got to be able to throw the ball."

Virginia Tech will host Boston College next Saturday before traveling to Atlanta the following weekend for a game against Georgia Tech. Duke will play at North Carolina State next Saturday before a bye week. Many people do not believe they have the ability to read faster because if they had, they already would be reading faster. And, they've gotten so many years of proof (like taking their current age and subtracting 4 to 6 years) and that read in the same way --- yes for years!

Massachusetts Hardens Rules For Small Claims Collection Lawsuits

The Massachusetts Supreme Judicial Court released last week that it has altered some of the rules governing the use of small claims courts. The Court said that the changes were created specifically to address the number of debt collection cases that are filed in small claims courts.

The rule changes come on the suggestion of the Small Claims Working Group, a panel of legal experts that was assembled in 2006 to examine and improve current small claims practices. In a press release specifying the changes, the Supreme Judicial Court noted that While the rules apply to all small claims matters, there will be a major impact on debt collection cases. The changes address many of the issues selected by the Working Group in collection cases, and four in particular: increased validity of service, insufficiently detailed claims, increased inspection of default judgments, and notice to the court when a judgment is paid.

Adam Olshan, an attorney with Law Offices, Howard Lee Schiff, P.C. in Worcester, Mass., concurs that some collection law firms will be affected. This will effect the high-volume collection law firms.

But Olshan, who was on the Working Group representing credit card issuers, noted that most collection law firms " including his own " do not make use of small claims courts. UFC 94 Flashback: GSP, Machida Gain Victories

Reigning lightweight champ BJ Penn entered his main event battle against welterweight kingpin Georges St. Pierre looking to become the first man in UFC history to simultaneously hold titles in two weight classes. GSP never gave him the chance to make history, as he stopped Penn after four increasingly dominant rounds to retain his belt with a TKO victory.

Both fighters had considerable fan support, with vocal, flag waving delegations from the Hawaiian Islands and Canada in evidence. During ring introductions, both men received enthusiastic cheers tempered with a few boos. After the opening horn sounded, however, the Penn backers had little to cheer about while the champions supports broke out in G-S-P chants on several occasions. The first round was fairly evenly contested, with St. Pierre trying to get a first hand feel for Penns often unorthodox"but highly successful"takedown defense. GSP made several takedown attempts, but had them repeatedly stuffed by Penns incredible balance and flexibility.

Boxing guru Freddy Roach recently praised Penn as the best technical puncher in MMA, but he had no opportunity to bring this weapon to bear as he had trouble finding the range from the outset. GSP mixed up his look perfectly, either staying just outside Penns range using his 6 reach advantage effectively or more often smothering his opponent on takedown attempts.

GSP began to assert his dominance in round two"with Penn starting to fatigue he was no longer able to fend off St. Pierres single leg takedown attempts by balancing on one leg. GSP got a takedown early in the frame and began to mount a ground and pound assault while moving around in Penns legendary guard almost at will moving from half guard to side control with frightening ease.

The eventual outcome was foretold between rounds two and three, as the obviously exhausted Penn required a pep talk from his entourage that his fatigue was all in his head. Across the cage, GSP calmly sipped water and listened intently to trainer Greg Jacksons instructions looking for all the world that he could go 12 rounds if necessary.

Round three was similar to the previous one, with GSP taking his opponent to the mat with a decreasing level of resistance and mauling him with punches and elbows once he got there. His complete control over the BJJ black belt Penn was incredible. That may be the most exceptional thing about Georges St. Pierre"his willingness to attack his opponents strengths and success at doing so.

The fourth round was a wall to wall rout for the Canadian welterweight champion, who started by effectively trading strikes with Penn before taking him down once again and resuming his highly successful ground based attack. At this point with GSP moving around at ease and Penn mounting little resistance it was apparent that the challenger was physically spent. St. Pierre almost ended the fight on the ground, as referee Herb Dean repeatedly reminding Penn that he needs to fight back. Penn survived the round on instinct alone, moving around just enough to keep the referee from stopping the proceedings. After the horn sounded to end the fourth round, however, it was evident that Penn had nothing physically or emotionally left. As he leaned headfirst against the cage in exhaustion, an impromptu conference amongst his handlers on whether or not to continue became moot when the fight was stopped by Dean on advice from the ringside physician. There was no argument whatsoever from Penn or his entourage.

Displaying his characteristic class, GSP delayed his celebration until he had crossed the cage and kneeled by his vanquished foe to honor his competitive spirit. After a quick celebration among GSP and his team, he faced his next challenger in the person of Thiago Alves. While clearly brought into the cage to start the fight promotion early, Alves appeared somewhat in awe as he congratulated the welterweight champion on his victory.

In the co-feature attraction, Lyoto Machida kept his undefeated professional MMA record intact with a first round TKO victory over Thiago Silva. Silva had no answer for Machidas well rounded skills and unorthodox Shotokan karate based style. Machida may be the best in the world at fighting while backing up, and Silva found his aggressive style working against him. Machida took his opponent down and knocked his opponent down twice"all counters as Silva was coming forward and Machida backing away. As the first round entered its final seconds, it appeared that Silva started to ease up in anticipation of the horn. Machida used this opportunity for another takedown, and then nailed his surprised opponent with a powerful punch that ended the fight. - 2364
